-          The professionally qualified security guards can ensure security and order within the boundary fence of the Industrial Park (around-the-clock)
-          Power supply: Via the transformer station 110/220kV – (2x25)MVA.
-          Water supply: Clean water supplied to Businesses is from the surface water source of Da River through the treating plant and the underground sources at LSIPark, it is go through the factory treatment with high-tech by Vietnam standard to the fence base of each plant structure. Total capacity: 6,000 m3/ day and night.
-          Sewage treatment: Waste water from each plant flows to the common treating station in the Industrial Park with a flow rate of 3,000 m3/ day and night.
-          Telecommunications: Capable of supplying a 1000-number network of high quality.
-          Internal roads, lighting, green trees: environmental landscape in LSIPark can ensure the quality as provided for by Vietnam standards.

Procedure for land sublease at  LSIPark is simple and convenient:
Business / Investor takes minutes of memorandum on land use right sublease and make payment for the whole duration of 49 years. Form of payment is specified at Tariff of subleased land use right at LSIPark, preferential reduced price will be given to those Businesses that will make one-time payment. The LSIPark will have responsibility to retain the lands on which agreement has been reached and deposit paid. When the land sublease is officially signed, the business investing in LSIPark will be supported in applying for Investment License, and relevant documents, procedures will be handed over to him, at the same time, the business will immediately receive the site with landmarks to carry out the construction of factories and put them into operation with ease.

-            Payment mode of subleased land use right’s charge shall be detailed in the official land use sublease.
-                      Infrastructure management and maintenance costs: Between usd0.2 – usd0.3 per year (according to the Government’s regulation) submitted to the Chief Investor of Luong Son Industrial Park.
-                      Annual unused land rent price is specified by the People's Committee` of Hoa Binh Province.
             Unused land rent tax is 100% exempted during a 11 years’ period since the signing date of land sublease.
-                      Annual unused land rent price after the exemption period will be USD0.08/m2/year.
-                      For the annual rent, subinvestors may pay to An Thinh - Hoa Binh Construction and Investment Co., Ltd., or pay directly to the Finance Department of Hoa Binh Province.
-                      To conform with the detailed plan of Luong Son Industrial Park, sublessees will have land areas not less than 10,000m2.
-                      The above unit price is not applied to plots of land with exceptionally favourable location.
-                      This Tariff of subleased land use right comes into effect as from July 1, 2007.

 
Investment Preferential Policy
 
 
The Enterprise investing in LSIPark has its preferential policies on taxation more special than any other places outside the Park for investment.
LSIPark’s preferential policies are shown through the Decisions, Decrees as follows:
-          According to Decree No. 24/2007/ND-CP, dated February 14, 2007;
-          According to Decree No. 142/2006/ND-CP, dated November 14, 2005;
-          Decree No. 108/2006/ND-CP by Prime Minister;
-          Decision No.2167/QD-UB by People's Committee of Hoa Binh Province, businesses can enjoy all rights under the regulations and operation of LSIPark according to Investment Certificate No. 2512000018, dated February 22, 2007, issued by People's Committee of Hoa Binh Province to An Thinh - Hoa Binh Construction and Investment Co., Ltd.

So as to help facilitate sublesees’ business at Luong Son Industrial Park, the LSIPark Customer Support Department will carry out the following contents:
+       Guiding enterprises through administrative procedures;
+       Appraising investment project documents to submit to the provincial People's Committee;
+       Registering land leases with Natural Resources and Environment Department of Hoa Binh Province;
+       Preparing documents applying for land use certificate;
+       Supporting in going through customs formalities;
+       Supporting in granting investment construction license (copying the map of the plot of land);
+       Supporting in following procedure for obtaining bank loans or preferences (if any);
+       Supporting in going through procedure for new corporate establishment;
+       Supporting enterprises in registering to pay taxes;
+      Supporting in installing telephones;
+      Supporting enterprises in applying for visas.
